To produce 2,3,5,6-tetrafluorophenol, pentafluorobenzene is hydrolyzed with sodium hydroxide, with tetrabutylammonium hydrogen sulfate acting as a phase transition catalyst. This process creates isomers that are challenging to extract from the product, and the tributylamine by-product that is produced is difficult to eliminate. This process is unsuitable for industrialization due to its low yield and low product purity.
